Disadvantaged Business Enterprise (DBE) is a program implemented by the U.S. Department of Transportation and enforced by legislative mandate 49 CFR Part 26. It was implemented to ensure nondiscrimination in the administration of DOT-assisted contracts, creating a fair playing field for businesses owned and operated by socially and economically disadvantaged individuals. To be eligible, your business must meet the following criteria: Be majority-owned by a disadvantaged individual, qualify as a small business, demonstrate the potential for success, and exhibit business principals pertaining to good character. Unlike many programs, DBE certification is executed at the state level, requiring a separate application for each state where the business choose to operate.
